This method returns an instance which contains a reference to this class, which enables the instance to observe the Unit property setting, so that the developer can work in the unit of measure with which he is most comfortable.
After creating a BulletProperties instance, that object's Levels collection can then be used to define the properties of each level in that bullet list or automatic numbering run. The BulletLevelProperties instance returned from the Levels collection's indexer can be assigned to the BulletLevel property of any ParagraphProperties instance, making that paragraph appear as an item within a bullet list or automatic numbering run.
