Developers can use this property to retrieve an IProvidePrimitives implementation for accessing individual graphical elements in the Scene by their row and column indexes.
Primitives may be managed differently depending on whether an UltraWebChart has scrolling and/or scaling (zoom) enabled, therefore developers should not expect a reference to the IPrimitiveProvider to remain valid if an UltraWebChart control's scrolling and/or scaling state is changed at run-time.
