This is called at construction-time to initialize the field holding the stored procedure flag, based on whether the underlying data provider supports stored procedures. It also gets called at serialization-time to determine whether the design-time setting of UseStoredProcedure should be preserved. Because it is called early in the WebScheduleDbProvider lifecycle, this override avoids interacting with other components to determine whether to support stored procedures by default.
