Infragistics4.Web.v13.2 (Version: 13.2.20132.2187)
I try inputting from '~' going left to right to '+'s and I am missing '&' which should be between '^' and '*'. Missing '(' however ')' is allowed.
Is there anything in this version of the WebTextEditor that is disabling input for certain characters.

It's a workaround for now; but, can you have someone look at the sample? Can you reproduce the issue on your end from the sample I attached? Does this issue exist in 14.1?

After looking further into your issue and doing some research it seems that this issue was fixed and it is going to be officially released with our next service release for version 13.2. According to our Service Release Schedule next service release is going to be available for download on October 10.
I believe the issue that you are experiencing will be resolved in this release.

Thank you for your the sample shared. I was able to experience this behavior on your sample and on another one of my own. I am currently investigating this issue and will keep you posted with my findings.
Attached is the Visual Studio 2010 sample using version .2187
