When I turn set StationaryMargins to Header, I'm getting a horizontal scrollbar which I don't need. It looks like it is compensating for the width of the vertical scrollbar.
Is there anyway to not show the horizontal scrollbar when using stationarymargins?
I'm using 2007.3 with hotfix 1049
I get the same behaviour too!
I presume it is some sort of property value combination that can get around this problem.
Any ideas?

If this does not help, I think the best solution is to have this reported to Developer Support via this link - chances are, they will be aware of some solution or log this as a bug to be fixed in one of our subsequent hotfixes

The perfect solution to my problem:
The above gets rid of the Horizontal scrollbar. I don't need it because all my columns have fixed width
