Stationary Margins and Horizontal scrollbar

When I turn set StationaryMargins to Header, I'm getting a horizontal scrollbar which I don't need.  It looks like it is compensating for the width of the vertical scrollbar.

Is there anyway to not show the horizontal scrollbar when using stationarymargins?

I'm using 2007.3 with hotfix 1049

    I get the same behaviour too!

    I presume it is some sort of property value combination that can get around this problem.

     Any ideas?
