Hi,
AllowTileSizing property is not working properly in the following scenario.
Step 1:
Set AllowTileSizing as Individual and try to resize the tile. It will work fine
Step 2:
Now change it to Synchronized and try to resize the tile. It will work fine.
Step 3:
Now change it back to Indidual and try to resize the tile. It will not resize the tile.
After setting Synchronized once, if i change back to Individual resizing a tile is not working.

The issue with Development ID 119318 has been fixed. The fix is available in the latest Service Release. You could download the Service Release by logging in our web site and then going to Account\My Keys and Downloads page.
