I tried the below approach to add the comments:

I don't get any error after adding the comment. The worksheet cell's property - hasComment also returns true. But on xamspreadsheet, when i try to hover on the cell. It does not show any comment.
Do we need any further configuration or settings to make the comments view able on the xamspreadsheet.

I have been looking into the link you have provided from our documentation and it seems that the example demonstrates how to add a comment to a cell in worksheet with Infragistics Excel Engine and display it in Excel.
After working on the functionality that you are trying to achieve and doing some research, the ability to display comment in our XamSpreadsheet control has been determined to be a new product idea. You can suggest new Product Ideas for future versions (or vote for existing ones) at http://ideas.infragistics.com.
Steps to create your idea:
Log into the Infragistics Product Ideas site at http://ideas.infragistics.com (creating a new login if needed).
Navigate to the product / platform channel of your choice (e.g. WPF, Windows Forms, ASP.NET, HTML5 / Ignite UI, iOS / NucliOS, etc.)
Add your product idea and be sure to be specific and provide as much detail as possible.
Explain the context in which a feature would be used, why it is needed, why it can’t be accomplished today, and who would benefit from it. You can even add screenshots to build a stronger case. Remember that for your suggestion to be successful, you need other members of the community to vote for it. Be convincing!
[CASE: “Reference case [case number], FORUMS: “Include a link to this thread”] in your idea so product management will be able to look back at this case.
The benefits of submitting the product idea yourself include:

What I can suggest in order to be able achieve similar behavior in XamSpreadsheet and display notes to a cell is to create AnyValueDataValidationRule only with InputMessageDescription. For example:
AnyValueDataValidationRule rule = new AnyValueDataValidationRule();
rule.InputMessageDescription = "Comment for a cell";
worksheet1.Rows[0].Cells[0].DataValidationRule = rule;

Thanks for the reply, but AnyValueDataValidationRule does not have visual effect. I mean, on the XamSpreadsheet i don't see any effect of using a rule for a cell. Do i need to do something more in order to show the notes or comment section on the xamspreadsheet.

In addition to above question, I also want to inform you that we are using the 15.1 version dll, as I saw that the data validation is the new feature http://es.infragistics.com/samples/wpf/spreadsheet/data-validation.
Do it is officially released?
I have been looking into it and it seems that the data validation rules are released from version 15.2.
