I am using ultragrid. and i want to set cellpadding=2 property to all grid in application.
it is possible in .isl file? how??

You could set cell padding into the isl file, in order to apply this property via theme. In the attached zip you will find an archive with video of how you could do this.

But UltraGrid specific property should not show cellpadding property in Appsylist.

This property was only added to AppStylist recently - like in the last month or so. So it's only available in v12.2 and up, and you need to get the latest service release.
