Assuming that this issue was reported, it will be fixed in a service release where IE 9 was supported. IE 9 is supported in volume release of 10.1 and later I believe. I'd suggest upgrading to the last SR of 11.1, as this is the last release with the classic controls before they were retired.

The issue exists in IE 9 only.
CLR 3.5 is supported all the way up to the current version, 12.1. As is CLR 2. CLR 4 was added in 10.1, I think.
