It appears that the dropdown control resizes when hovering over the control. My users are complaining about this. This is the default behavoir of the control. Is there a fix for this. I have been looking at the styles as a means to curb this problem but to no avail.

Could you clarify a bit what you mean by "resizes" ? Maybe the hover image of the button is not available, that's why you get a red cross sign (missing image) and it causes the input area to resize? I would check if the igdd_DropDownButtonHover.png is available in your images folder for the respective StyleSet that you use.

Go into the AppStylist,
select Office2007Blue
go to webDropDown canvas
mouse over the dropdown and you will notice that it resizes slightly

I checked both with AppStylist and online samples about Office2007:
