Am I correct in believing there is no way to fix a child header band?

What I would like is to have a child band stick to the top of the pane (under the root header band) when the user scrolls down beyond where the child band would be visible.  If a grandchild band is visible, I'd want that to then stick to the top as well (under the root and first child band) when the user scrolls far enough to where it hits the top of the pane (and which would otherwise be hidden if not fixed if there were any more scrolling).
