This is a Siliverlight control that is used internally in our Quince UX best practices application. It was developed internally by our Quince / Siliverlight team, although now that you ask about that, it might be a good idea to ship that separately if there is demand for it.
My suggestion is to ask this question in the Quince forums here:

There that guys who developed it (and Quince) will respond much better than I can.

No problem -- we do appreciate your feedback. In fact, I'd like to get this further, I will email our Quince and Silverlight PM's and will let them know about what you need, hopefully they will respond with some additional information.
