The XamDockManager control was designed when VS2008 was available where files/documents could not be floated. The panes of the XamDockManager are not considered as windows or files. If the pane is in the DocumentContentHost, it is shown in the “Active Files” section otherwise (when it is floating, floating only or docked), it is in the “Active Tool Windows” section. I have logged the behavior you had describde as a new product idea so that the behavior of the floating panes corresponds to the one in latest versions of Visual Studio.  I have sent your product idea directly to our product management team.  Our product team chooses new product ideas for development based on popular feedback from our customer base.  Infragistics continues to monitor application development for all of our products, so as trends appear in requested features, we can plan accordingly.
