I notice RibbonGroup is not a UIElement. How can we put RibbonGroup in to the usercontrol?

The RibbonGroup is not meant to be used standalone or outside XamRibbon, so I can say that you are not able to use it in a UserControl.

I can suggest you define your TestRibbon class like this:

public class TestRibbon : XamRibbon
{
    public TestRibbon()
    {
        this.SetResourceReference(StyleProperty, typeof(XamRibbon));
    }
}
