When I restore a session with a bunch of tiles, I am always at the bottom row when the window displays. How do I display the top row instead of the bottom row?

I could not reproduce your issue. I am attaching a sample XamTileManager project using build 11.2.2125. Please feel free to modify it so that it replicates your issue.
