Hello,
I have been reading through your post and this error might appear if the Infragistics assemblies are not installed in your machine. If the Infragistics assemblies are not installed in the Global Assembly Cache you can choose a folder in which the Version Utilities will search for the assemblies. You can do that by clicking on the Upgrade Options in the Upgrade step when you are using the Version Utilities. In the Upgrade Options you can choose a folder by clicking on the Control Assemblies Path radio button and then to Browse. I have attached a screenshot that describes the approach that I have mentioned.
