To reproduce.
Subscribe the Tree SelectedNodesCollectionChanged event. The event is called on mouse over although the selection has not changed.
Is this a bug? Is there a workaround?

I have submitted a bug to development. Bug 60200. If you want to keep track, I have also created a developer support cas CAS-56756-5r4xyw.
I was able to reproduce this issue only while using the debug breakpoint in the event while the app window was over top of the visual studio window. if you have dual monitors and they are on different monitors, you should not see the problem.
