this isn't available as a chart type or as a feature of the chart.  however, there are some options if you're willing to invest some time in it.

you could try creating a composite chart with multiple stackcolumnchart layers, one for each year.  each layer would use a different X-axis with its margins adjusted so it only takes up a portion of the horizontal space.

or, do some custom drawing in FillSceneGraph.
