Is there a way to Control this behavior to be more symmetric as in this example from another graph Control.

it is not a product idea it is an Observation to improve Ifragistics components. It is not a good habit of the service team to always propose to submit a product idea if the documentation is poor and the product is not good tested.

Thank you for the update. Currently the Callout Layer is performing as expected. If you would like to see additional functionality added to the Callout Layer I recommend you submit a product idea.
Thanks for the hint. It seems to me that the target function for the optimization algorithm(s) is a little "right side prefering". I consider this as a bug/issue.

That specific property is for collision with other callouts not for collision with the plotted chart, nor does it determine how the callout layer items will be laid out. could you please add some comments on this. I see no effect seting the property to any different Setting.
The documentation on this matter is virtually not existing.
