I am sorry, I realized I didn't have latest release. Now I have updated to latest service release (16.2.20162.2045), I have Win 7
And I am experiencing same issue as Walter
First click: no scrollbar
Second click: scrollbar visible and disabled
Third and following clicks: scrollbar visible and enabled (it won't ever disappear)

Thank you for the product version information and the screenshots you have provided.
The issue in regards to the appearing of the XamComboEditor's horizontal scrollbar on the second opening of the dropdown (and every time following) has been fixed internally and you can download the build that includes the fix at the following link:
http://builds.infragistics.com/products/WPF/2016.2/Infragistics_WPF_20162.2063_SR.zip
The fix will be officially available in the upcoming Service Release for our WPF product.
