I've attached a sample solution in order to reproduce this problem.Steps to reproduce:
1. Run the solution2. Type any text like "Test"3. Click on the "List" button to apply the "Bullet" list style4. Hit enter in order to add another item to the list5. Delete the entire list by pressing backspace all the way to the beginning of the document, and then press backspace again6. Type "test" again7. Click the "List" button to apply the "Bullet" list styleYou will notice a very strange indentation of the list AND that you cannot add subitems to the list. The symbol will change but it will not get indented.
The above way of deleting a list, using backspace, is very common for the end users. And if they delete the list that way, they will no longer be able to create proper lists with proper indentations.

Sorry for the late reply. I tested this against the very latest internal build that we have for 15.1 and this issue still occurs. I asked our engineering staff to examine this further by logging a development issue for it. The ID for this dev issue is 209899. I've upgraded to the latest 15.1 (15.1.20151.2055) and I'm still seeing an issue with the lists. It's not the same issue but very close.
Steps to recreate:1. Create a bulleted list with one item at the first level2. Add an item to the 2nd level of the list3. Add another item to the 3rd level of the list4. Ctrl + a (to select everything in the document) and press backspace (to delete)5. Start with Step 1 again. You will notice that the list gets created with a 3rd level bullet point

This issue has already been resolved in the latest build for 13.2. You are currently using 13.2.2036 and the latest version is 13.2.2338. Please download the latest SR to resolve this issue.
