I attached a sample application and came close to what you were looking for, and I will explain what made it not quite complete. I used the Infragistics StackedColumnChart that was the closest to the chart image you provided. In your chart image the first bar has a value of 1505, and the second has 1591. The values are different but the heights are the same in your image. The StackedColumnChart accumulates the values in each stack and shows the accumulated value in each subsequent stack (data point) that is added. For example if the first value is 10 and the next is 20 - the second data point actually displays 30, not 20, and so on... This can be calculated and displayed the difference, but the height of the data points is not going to display equal if the total values in each series objects are different.
