Toolbar Popup Menu - How to make it on top when it overlaps with another window that is set as TopMost.

I have an issue when I open a popup menu from a Toolbar and it overlaps with another window that is set as TopMost. If the window containing the popup is also set as TopMost, the popup menu will show correctly over the other TopMost window. If the window containing the popup is not set as TopMost, the popup menu will be behind (the part that overlaps) the other TopMost window.

How can I change the behavior so that the popup menu is shown on top of the other TopMost window when its parent window is not set as TopMost?

This appears to be a bug. I have forwarded this post to the Developer Support Manager and a DS engineer will be contacting you about this issue. Unfortunately, I don't think there is a good way to work around this until a fix is implemented.
