How can we add the same tool to multiple tabs?

I have a tool that I want visible at all times, no matter what tab the user has selected. Do I need to add identical tools to the other tabs, or can I somehow specify that I want a particular tool on multiple tabs?

To clarify, I actually want an entire GROUP of tools on multiple tabs (i.e. showing at all times).

    As far as I know at that moment we have not implement such kind  functionality, so maybe your approach is one possible way to solve this task. Let me know if you have any questions.
