I don't know if I'm missing something, or whether this is not possible, but what I'd like to do is have the Navigation Toolbar appear below my other toolbars. As soon as I set Visible to true on the toolbarmanager.NavigationToolbar the navigation toolbar appears at the top and I can't find any way to say that other toolbars should appear above it.

Usually navigation bar is always on the top of the form. That is why we designed UltraToolbarsManager to display NavigationBar to be displayed on the top of the form. There is no build in way to manage DockedPosition like other Toolbars. So you could log a Feature Request for this behavior on the following link:
