"Can't activate a tool that is not visible." exception using F Key with a textbox tool

I'm using a Ribbon Bar and have some F keys set to launch some items.  The tools that are buttons work as expected (they will launch the function).  I'm having a problem with a textbox tool.  If the ribbon is on the tab that the tool is on, it works as expected (sets focus to the tool).  If the ribbon is on a different tab it will change to the tab containing the tool, and then gets the exception "Can't activate a tool that is not visible." and does not set focus to the tool.  Any ideas?

    Just in case someone searches and finds this...I put this in as support request.  There was a bug and it is being fixed in 9.2 and 10.1
