Some questions on application start menu button (circular button at the top left hand corner)

Hi, within the ribbon control

 

1) How do I disable the "exit application when double clicking the application start button" function?

 

2) How do I disable(and enable) the application start button so that the menu doesn't drop down when I click it. (some .Enable property to set to false?)
