How to make the Group of Ribbon show 2 rows of tool instead of 3 rows

currently if i click [Inser New Tool], I will have 3 rows then go up to the first row again. How can I set to only show 2 rows and go up to add more tools.

    I changed the Layout of the ribbonGroup: LayoutDirection = Horizontally and it shows only 2 rows when I added more tools.
