Can anyone please tell me where the property to make the tooltips display in a "bubble" is (preferably setting up at design time (in VS2008 or AppStylist), but also runtime if necessary). I'm guessing it must be there somewhere, but I can't find it

The UltraToolbarsManager does not currently expose a way to use bubble tips instead of tool tips for the tools. You can submit a feature request for this ability here: http://devcenter.infragistics.com/Protected/RequestFeature.aspx.
