Can the actual content area height of the ribbon be adjusted? I don't see a direct property to do that and I have attempted to use a creation filter on the "RibbonPagerContentAreaUIElement", but had strange results.
The gist of the issue is that our users would like small buttons, but they want them lined up horizontaly as opposed to groups of 2 x 2.
If I could use the quick access toolbar instead, that would be great, but it doesn't look like text can be displayed in the QAT bar?
Sorry, I forgot to answer that part of your question. Only a StateButtonTool with a ToolbarDisplayStyle of Glyph can display text in the QAT. All other types of tools cannot.

The content area is fixed to be the height of three normal sized tools, which I believe is based on the font and image sizes, so you cannot set that with any property. I would recommend against the creation filter route to try to organize the ribbon yourself. When the form resizes, there is a lot of repositioning logic and a lot of resizing scenarios that could happen to the tools. I would instead recommend trying to use the LayoutAlignment and LayoutDirection properties of RibbonGroups to get control of the layout of the tools. You can also try to place certain tools in button groups to keep them together.
