I have a toolbar docked right and is not set to fill the entire row. I'd like to know if it's possible to set the toolbar to a starting vertical position within the right dock area. This would be similar to a user dragging the toolbar to a lower position within the dock area.

A toolbar's offset in its dock row can only be modified by dragging currently. You can submit a feature request to be able to modify this in code: http://devcenter.infragistics.com/Protected/RequestFeature.aspx.
