I realize this may not adhere to your design intent but, when I add a main menu toolbar, and also have a ribbon all in the same toolbarsmanager, I would like to have the menubar appear above the ribbon on the form. Is this possible and what setting do I need to make?

The toolbar is not designed to appear above the ribbon. To have this you would have to have two toolbars managers. On with just the toolbar you want to show above the ribbon and the second would have the ribbon.
