    Hello,
Please keep in mind that according to our support policy Infragistics products have one year of product service releases and three years of developer support. This means that version 14.1 is considered retired and it is no longer eligible for Developer Support Services.  More about Infragistics product lifecycle can be found here.
Having this in mind, I assume that a possible reason for your issue could be if you are using v14.1 under environment or operating system where our Products are not supported. For example, if you are using Visual Studio that is newer version than the product's one this is to be expected because newer versions of Visual Studio are not backwards compatible with our Coded UI Test Extensions from previous volumes. As each new Infragistics volume is released, we ensure that there is an assembly for the current version of Visual Studio at that time. Additional information about Infragistics supported environments can be found here.

My suggestion is upgrade to a current version of the windows forms toolset and test how it behaves in this case.
In regards to the Licences.licx file you can try deleting the entire file content, keep the file itself just remove its content.
Please let me know if you have any additional questions regarding this matter.
    Sincerely,
