I have a WebDialogWindow that hides the scroll bars on the main page when I maximize the WebDialogWindow. When I close it, the scrolls bars are still hidden. I am not using the modal version.
Here is the response to this issue, if anybody is interested.
Hello ehoop,
Thanks for getting back to me. I would like to inform you that the dialog shows or hides itself and its support elements (like in case of modal dialog and IE it is half transparent iframe with size equal to size of window).
That is what dialog does. If in response on those actions browser will decide to show or hide its scrollbar, then dialog has no control over that. For this I would like to tell you that is how dialog works. Also, if you do not like scrollbars then I would suggest you not use modal or do not use dialog at all.
Thanks for your understanding.
Sincerely,

I do not understand the reasoning you have provided for why this is not an issue. Obviously the WebDialogWindow is causing the scrollbar to disappear, so it does have some control over the appearance of the scrollbars.
I also cannot modify the properties of the window, because this happens when the window is maximized. The attributes of the parent container have nothing to do with this issue.

Our developers have completed their review of development incident BR33614. They have determined that this is "Not to Fix" for the following reasons:
[WebDialogWindow is not able to control appearance or disappearance of scrollbars in browser. The scrollbars depend on size of browser window and location (chain of parents) of dialog. In some situations and under some browsers and doctypes behavior may be different. If that happens, then application should try to modify properties of dialog and its location. Also attributes of parent containers may have impact (remove defaults or avoid padding, margin, text-align, relative position and some other attributes especially in html, body and form objects). If nothing helps, then that is the limit of usage of WebDialogWindow.]
I have marked this incident as "Awaiting Customer Action" in our incident tracking system, pending your approval of closure. If you have further information regarding this issue that may require reevaluating this conclusion, if you wish to explain why you do not agree with this assessment, or require further explanation of the conclusion, please respond to this message. I will then reopen the incident and, if necessary, notify the appropriate individuals.
