You can find the css files, used by Infragistics controls in the following article - http://blogs.infragistics.com/blogs/engineering/archive/2010/08/10/which-are-my-css-files.aspx. Check if the corresponding style sheets are properly included and see if the WebDataPicker is displayed correctly. If the issue persist, I would need a small isolated sample, replicating the issue, or a screenshot of how the control is rendered, in order to be able to investigate this further.
