Cannot install 2010 Vol 2 on Win7 64 Bit

Hi, i have here a fresh  clean installation of Windows7 Ultimate 64 Bit and i try to install

NetAdvantage for .NET 2010 Vol. 2 Webclient. But it is not possible.
The Startscreen appears (the windows message if i want to install ), i press ok and nothing else.

how can i install it?
the user have admin rights.

    Hi, it seems that the problem ist also on a vista 32 bit machine. installed is here vs2008 (in above error is vs2010 installed)
    the first screen appears, ( in the taskmanager a consent.exe start up)

    and then nothing.
