Version Utility for 10.2 Reports web.config is read-only

Hi,

I am trying to upgrade a website project from 10.1 to 10.2 using the new Version Utility. However, whenever I run the utility, I always get the (next to useless) error message:

Web.config appears to be read-only or not accessible for some reason.

My source code is controlled by Visual SourceSafe, but all files in the project are checked-out, I have stopped IIS Admin, and have checked there are no locking handles on the file - there is absolutely nothing stopping the file from being modified.

Please help - I want to upgrade!
