How can I force ig_shared.css to be included on a page?

Hi, I have two pages on my site that both use collapsible Web Panels.  On one of these pages I am also using a WebDropDown.  The page that has the WebDropDown ends up injecting a link to the 'ig_shared.css' file into the page, while the one that does not contain a WebDropDown does not include that css file link.

My problem is that the headers for the Web Panels look different depending on whether the ig_shared.css file is included in the page.  I'm not 100% sure why as the WebPanels don't appear to be dependent on that css file, but nonetheless they look different without it.

My question is how can I force the inclusion of that style sheet reference into the page without the WebDropDown without going so far as to include a dropdown on that page?  I have done this for testing and sure enough the css file is there and the WebPanel headers look like they do on the other page.  But I have no need for a drop down on the second page and if I make it invisible, the css file is not included.  I would rather not manually include a reference to the css on just that one page if I don't have to, they share a common Master page where other site specific css files are included and I would prefer not to have a css reference in the specific page file itself. 

Are there any other ways to force that css file to be included, or will I just have to manually put a css link tag on the second page?

    Your best option is to either add an another control to the page that would cause the css file to be included or include the file on that page manually.
