Html Editor Skins

I am using NA asp.net Version=8.3.20083.2039

I've loaded the WebHtmlEditor control, but when I go to the quick design, there is no "Skins" tab. I also cannot find any default xml "skin" files for this control.

How would I then create a new xml file based on the default look of the control?

So there are no "default" skins xml files stored anywhere during NA installation?

What about the missing Skins tab on quick design? What would cause this to be missing?
