I followed these steps, and I do not see a .licx file in the solution.  I confirmed there are no .licx files in the solution or on the file system.

• Open a new Web Forms application.
• Go to the design view for Default.aspx
• From the tool box, drag and drop an Infragistics WebDataGrid control.
• Acknowlege the popup that says the ig_res folder is being created.
• Verify that I can see the WebDataGrid control on the design view.

Version 16.2 of Ultimate UI has been installed on my machine with a valid license key and it's been registered on the product website.

Do you have troubleshooting suggestions or ideas about why I don't see a .licx file?

After doing some further research, it is a possibility the licenses.licx may be a hidden file.  Do you have the setting for hidden files and folders to be shown? If it is still missing you can try creating an empty licenses.licx file and save it and then going to the design view from source view to see if it gets populated.

I enabled showing of hidden files and I do not see the licx file.

Please provide any other insight into why this is happening.  The LICX file is needed for the controls that we have purchased to function correctly.

I am not aware of the cause of the licx file not being generated. Have you tried what I suggested of creating an empty licx file and seeing if it will be populated after going to the design view and rebuilding?

No luck at this point.  Here are the steps I have taken:

• I created license.licx in the web application directory and in the Properties folder.  I also tried naming it "licence.licx" as forum posts have used both spellings.  
• I opened up write privileges for everyone on the folder and subfolders.  
• I ran Visual Studio as Administrator.  
• I started with a brand new WebForms application and dragged an Infragistics control onto the designer.
• I built the application.
• I ran SysInternals PROCMON.exe to monitor for changes by devenv.exe on any path including "licx" and no events were recorded.

The end result is that the files I created are empty and no new files were created.

I am running Visual Studio 2013 on Windows 10, with Infragistics Ultimate 16.2 installed.

Should I open a support ticket and attach the solution?
