Do the panels within the Tile Manager support displaying different content for each panel? My thought was to use it as a dynamic dashboard whereby we could display a sales data in one panel, a ToDo list in another and a calendar in a third, etc. Users could then add each panel as they desire.

Have you seen the feature browser sample where depending on whether the tile is in normal, expanded or minimized state it displays different information. I'm not sure if that would be of any help.
The sample is called the State-Based Customization and if fairly simple to implement. Go to the Tile Manager and its available from the Key Features.
