is it possible to have a horizontal webpanel istead of a vertical one?
Must I another control istead of a webpanel?

The WebPanel control has been retired. Its replacement control is WebExplorerBar. A list of all product changes in NetAdvantage 11.2 can be found here - http://blogs.infragistics.com/blogs/taz_abdeali/archive/2011/11/17/asp-net-product-changes-in-2011-volume-2.aspx. However, if you want a horizontal view, I would suggest using the WebDataMenu, which has such feature and offers similar functionality.
