I do have a theory, all my assembly references start with Infragistics4.WebUI.* but the appstylist is an Infragistics2 type dll that is used as the plugin, maybe it should be updated? one of the forum question/posts was asking about this, how his wasn't working and it being related to .NET 4.0
Could someone please go have a look at this forum? Is there any way to get any information on these issues?

It has been some time since your post, however in case you still need assistance I would be glad to help.
Please note that the UltraWebGrid control is not supported under Chrome.Additionally, this control is now outdated and as of .NetAdvantage 2011 Volume 2 is no longer included in our product package. I would suggest that you consider switching to the WebDataGrid/WebHieararchicalDataGrid. More information regarding these controls is available at:

I just opened this up in IE instead of chrome and it looks like most of the theming/styling is working.
So note that your theming/styling seems to be working in my solution for internet explorer, but these themes/styles seem to be completely ignored or broken in chrome
