We have a user in our web application that has problem in drag and drop functionality of ultrawebtree. The browser of the user is IE8 running in Windows 7 64 bit. Our web application is using Version 9.2.20092.1003 . Is there a browser compatibility issue of Ultrawebtree? Any workaround that we can used to fix this issue?

I am suggesting you to test your project with the latest service release 9.2.20092.2138.
If you attach a sample with which I can replicate your issue I can verify for you, if this issue is resolved with this hotfix.
