When creating a link from a value in a grid. Is there a way to still format the number?
IE value is 9% when changing to a url it becomes .09

I assume that "creating a link from a value in a grid" means that you're setting the Value of a cell to the HTML markup for an anchor tag.
If so, then you will have to perform the formatting yourself when changing the Value. Once you set the cell's value to HTML markup, the cell contains string data instead of numeric data, which cannot be formatted using the Format property.
