I may misunderstand how this works, but I expected to be able to use the "Elements and Layers" panel to see every element that's on the screen.
However, as you can see in the pic, the "Elements Below Cursor" shows items that are not in the "Elements and Layers" window.
Is this expected behavior? In any case, it seems it would be best to be able to access EVERY element from the "Elements and Layers" window.

Sorry for the late reply.
There are a couple differences between "Elements Below Cursor" and the "Elements & Layers" panel that could explain that behavior:
1. "Elements Below Cursor" shows all the elements that are under the cursor, even if you have overlapped elements. For example, on the screenshot below, you'll see that the "Elements Below Cursor" is showing the Button, though if you look at the "Elements & Layers", the Button is not inside the Container Box, but below it instead. In your example, the Dashboard Section could be below the Page Control Content container, so you wouldn't see it on the "Elements and Layers" unless you scrolled down.
2. "Elements Below Cursor" dives inside screenparts, while the "Elements and Layers" does not show the screenpart content. In your example, if Generic Doohickey is a screenpart, "Elements Below Cursor" will show you the screenpart content under the cursor, while the "Elements and Layers" would stop at Generic Doohickey.
Does any of the previous differences explain what's going on?
