Why does IgniteUI use jQuery 1.9?

I've noticed that all of the samples for the new IgniteUI 20.1 are referencing jQuery 1.9.x.

Is the IgniteUI 20.1 library compatible with newer versions of jQuery such as 3.0+?

Why are the samples using such old versions of jQuery?
