Getting at public hot fixes requires that you first have a license key registered for the appropriate version to your member profile.  If you don't have the appropriate key registered, the downloads won't appear for you.

With your keys registered, you should navigate to the My Keys and Downloads page of our website.  Click on the appropriate tab for the product you're using ("NetAdvantage" in your case), click on the row of the grid that corresponds to your version ("NetAdvantage for .NET 2007 Vol. 3" most likely), scroll down to the "Hot Fixes" section, and you'll find links to download.

In your case, the version you're looking for is currently posted as the public hot fix version.  Once a new public hot fix is posted, the old ones are archived; they're not available directly on our website.  In the future, if you need this version as opposed to the latest public hot fix, you can submit a support request to ask for a link to the version you need.
