I was composing a reply. In a separate browser window, I found the post that answered the question at hand. I copied the answer's url and attempted paste it into my reply, but it didn't work.
I had to click on the HTML button and paste it into the HTML.
Follow-up re case 2: The "Quick Reply" window opens quickly, but when I clicked on the "Post" button, it took three times as long to re-render the page as it took after I "Post"-ed the non-"Quick" reply.

That, as best I recall, is how I provoked the original symptom. Problem solved.
This was indeed a major version upgrade of Community Server, and we're still working some of the kinks out. Overall, it's provided us with some great features, so I definitely think it was worth it. For instance the ability to mark a post a discussion or question, and the "Suggest as Answer" capability.
When you're posting are you using the "Reply" button or "Quick Reply" they invoke different editors, which is why I ask. Also, are you having trouble with the standard editor, or are you inside of the "Paste from Word" editor? If you can give me an explicit list of steps to reproduce, it will help make sure we're testing the same thing that you are.

I'm using IE 7, too.
I tried it again, just now, and it still doesn't work. Niether does my "Delete" key; I have to use "Backspace".
I've rebooted since my original post. (FYI, FWIW)
What did you do when you reformatted your forums? Was this a major update from Community Server, or what?
I do like the new look, but the glitches are a pain. :-)
